Pierre Noël is a research fellow at the French Institute of International Relations (IFRI) in Paris . He is responsible for international energy studies, and manages a research project on the US energy and environmental policies (part of the French Center on the US at IFRI). Prior to joining IFRI, Pierre Noël was a research fellow at the Institute of Energy Economics and Policy (Grenoble). He holds a Ph.D. in International Relations from the Institute of Political Studies , university of Grenoble.
